Contract Management

County governments contract for a wide array of services and supports – often representing a significant portion of their budgets. However, in many cases, the contracting process is manual and heavily fragmented – depending on multiple systems and individuals to move a contract from inception to completion or renewal. This has tremendous implications for the overall cost-effectiveness of County operations. Over the past 15 years, CCSI has been working to improve and automate the contracting process for its County customers.

CCSI’s contract management services include:

  • Access to individuals with demonstrated expertise in contract management – in the context of the unique requirements and demands associated with operating within County government.
  • A range of tools and applications to support the process, including a web-based contract management system.

The CCSI Contract Management team also draws on expertise from other CCSI departments – including staff from the Evaluation and Services Research, Cultural and Linguistic Competence and Service Quality/System Development – to develop and implement meaningful measures of contract performance, monitor ongoing performance, and provide technical assistance.

Our Staff

Rodney Corry is responsible for coordinating the full complement of support services provided to the Monroe County Office of Mental Health, including oversight and monitoring of the local service system, data-informed planning processes, project management for local performance initiatives, managing provider contracts and ensuring compliance with federal, local and state requirements. He has previously provided a wide range of technical assistance to a number of other CCSI customers, including other counties and provider networks across the state. Rodney earned a master's degree in Psychology from SUNY Brockport and is a NYS Licensed Mental Health Counselor. He has authored or co-authored a number of publications regarding severe mental illness and has a strong background in research and protecting human research subjects.

Financial Services

The financial reporting requirements associated with State and local funding for mental health, chemical dependency and developmental disabilities services are highly complex, involving more than 100 separate funding streams. Having the systems, tools, and technology needed to manage financial operations efficiently is critical to ensuring that funds are used as effectively as possible.

CCSI’s Financial Services team is composed of individuals with a high degree of familiarity with financial reporting requirements. Through years of work with more than 20 County customers, we have developed a set of tools that help to streamline processes, eliminate duplicate data entry, and ensure that financial data are readily available to help guide planning, monitoring, and decision-making. Our work with customers includes both ongoing support arrangements, where a CCSI staff person will provide hands-on financial services support throughout the year, as well as time-limited consultations to provide support and guidance on specific issues.

Our Staff

Donna Peri is responsible for leading the organization’s financial and contract management support services. With nearly 20 years of experience in behavioral health care finance and contract management, Donna is highly regarded by customers at the State and local level for her expertise in financial reporting, contracting and claiming for mental health, chemical dependency and mental retardation/developmental disability services.  In addition to overseeing the significant financial and contract management responsibilities related to CCSI’s work on behalf of the Monroe County Office of Mental Health, Donna directs CCSI’s financial services and contract management technical assistance activities. These teams provide a wide range of financial and contract management support to more than 20 counties across New York State.  Donna holds a degree in mathematics from Alfred University, with concentrations in business management and computer science.
