Chris Copeland, B.Sc, MSW is a Senior Director, Fiscal and Quality Improvement in Consulting Services for CCSI and was recently the Chief Operating Officer at ICL, Institute for Community Living in NYC. Chris has more than 40 years experience in community mental health, and in his career has worked in England as a shelter staff member, field mental health social worker in inner cities, and Psychiatric hospital team lead; in Maine as Clinic director, Chief Clinical Officer, and CEO of Tri-County Mental Health, and President of the Maine Association of Mental Health Services before moving to New York to work at ICL.
Chris has directly provided, supervised, managed and was the CEO for the full range of mental health, substance abuse and I/DD, integrated health and administrative services. This broad experience gives Chris a unique insight into the operational challenges faced by front line staff, supervisors, managers and executive leadership. Chris has successfully used data to design and monitor complex solutions that support the fiscal health of an agency while enhancing the quality of the workplace and services.
Chris has championed the need for establishing trauma informed systems within the workplace for over 12 years, culminating in the design of a health hub in east New york using trauma informed principles, described as the future of health care. Recently Chris led ICLs role in a successful Value Based Purchasing arrangement with a major hospital and managed care company, reducing the overall cost and returning payment to ICL.
