Ms. Kelly has more than 30 years of experience in the behavioral health and human services fields, with a specific emphasis on local planning, policy analysis, finance, program development, and grant development. As Chief for Policy and Planning for the Monroe County Office of Mental Health, she led the County's efforts for behavioral health planning, including managed care, health homes, integration of care, and other efforts aimed at improving care and systems for priority populations. Ms. Kelly brings a unique understanding of the broader community context for services planning and implementation from her work on key local planning efforts in the behavioral health, homeless services, housing development, community development, social services, education and employment sectors. She has been successful in leading grant and proposal development efforts for funders at the Federal, State and Local levels, including the Substance Abuse and Mental Health Services Administration (SAMHSA), the Department of Housing and Urban Development (HUD), the New York State Department of Health, the District of Columbia, and a number of New York State local municipalities and County Offices.
