Essential Job Functions Overview

Member of the Executive team, reporting to the CEO. Responsible for the oversight of the Agency’s direct service programs and facilities; ensure that programs operate in compliance with federal, NYS Office of Mental Health, and other regulatory agency policies and procedures; work collaboratively with county and state officials to meet the needs of the local communities within the Agency’s catchment; ensure person-centered, recovery-oriented and trauma-informed services are infused throughout the Agency; provide coaching and supervision to Managing Directors and Directors to optimize program performance and collaboration to achieve the Agency’s mission/vision/values; develop measurable program outcomes and strategic goals; monitor state and federal policies and initiatives to determine their potential impact on the Agency’s programs and services; report to and advise CEO in planning, policy, operations, and personnel matters. Member of Lakeview’s development team responsible for Low Income Housing Tax Credit (LIHTC) projects. Advise and support the Program and Incident Review and Administrative Services committees of the Board of Directors.

Essential Job Functions:

Administration:

· Participate in the development and implementation of program goals, objectives, policies and procedures while collaborating with other department heads as required

· Direct and ensure proper coordination of administrative affairs

· Prepare and submit reports on program activities, utilization, effectiveness and pertinent influences

· Develop and maintain professional relationships with appropriate local, state, and funding source representatives

· Represent Lakeview on partner Board(s), as applicable

· Monitor departments to ensure that they efficiently and effectively provide needed services while staying within budgetary limits

· Provide on-going leadership in accord with an annual work plan, and develop appropriate methods to ensure quality delivery of services

· Review activity reports and other performance data to measure productivity and goal achievement and to determine areas needing assistance

· Identify and resolve problems that may inhibit the effective and efficient delivery of services

· Ensure compliance with all relevant laws and regulations

· Communicate regularly and effectively with the CEO

· Represent the Agency in local and state meetings

· Participate in relevant internal and board committees

· Foster and model open communication both internally and with external partners

Supervision:

· Provide daily support and supervision to Managing Directors of operations

· Provide performance reviews for direct reports

· Participate in case conferences and provide clinical consultation to all Lakeview programs

Program Planning, Development and Monitoring:

· Remain aware of regulatory changes and anticipate potential impact of program operations

· Evaluate development opportunities; drive efforts to develop programs that support the Agency’s mission, vision and values

· Ensure all programs have policy and procedure manuals; review updates and assist in development of new policies as needed

· Participate in administrative team activities

· Travel to program sites as necessary

· Assess and monitor of the mental, emotional, and physical health and safety of individuals served, and recommend the appropriate resources to meet those needs

Education and Experience:

Typical qualifications will be bachelor’s degree in related field and three (3) years of Senior Management experience required. Experience in program and personnel management, preferably in Mental Health Services, required.

Knowledge:

Principles and practices of program administration, and personnel management; demonstrated knowledge of Mental Health issues and Psychiatric Rehabilitation; the special and incidental needs of persons affected by Mental Illness; psychology, personality, and group dynamics; the Human Services system; principles and practices of conflict and crisis management.

Skills and Abilities:

Ability to design and implement specific program operational policies and procedures from broad guidelines; to write grant applications; to identify and resolve administrative problems; delegate responsibility and achieve results through subordinates and maintain a professional work environment; work cooperatively with other members of the administrative team.

Use of contemporary office equipment, particularly a computer with word processing, database and report generating software; ability to communicate effectively with diverse individuals, both verbally and in writing; to listen, understand, and appreciate the experience of staff and clients; to establish rapport and meaningful professional relationships; to persuade, negotiate, and resolve conflicts; to work effectively under stress; provide positive role modeling; to inspire respect, confidence and trust in staff; to respect and maintain appropriate confidentialities; to effectively teach and train staff; to generate, review and maintain accurate records and reports as required; to review staff performance, reports, and paperwork objectively for quality and compliance; to seek, accept, and learn from peer and supervisor feedback; to manage multiple tasks and changing priorities; to plan and implement strategies consistent with overall organization goals, objectives and standards; to meet deadlines regularly.
