JOB DESCRIPTION:

This is a full-time, twelve (12) month position.

Pay Rate: $25.00 - $28.00 per hour.

OVERVIEW: The Emergency Shelter Manager is responsible for operation and programming at The Center House to provide a caring living environment for the youth being served. The Manager’s duties are a combination of direct supervision and monitoring of residents, supervision of staff, volunteers, interns, and various administrative responsibilities. Furthermore, the Manager is responsible for mentoring and coaching full-time, part-time, and relief shelter staff on their roles and duties. This is a full-time, twelve (12) month position.

The Emergency Shelter Program Manager also participates in the On-Call RHY Supervisor rotation (for one week, every 6-7 weeks). This emergency response system is intended to provide after-hours and weekend support to RHY residential and evening programs.

ESSENTIAL FUNCTIONS AND EXAMPLE OF DUTIES (*Notes essential duties):

Supervision of staff:

  • Initial selection, orientation, and training of assigned personnel, with ongoing orientation and training
  • Evening and weekend shifts as needed
  • Individual supervision/group supervision
  • Maintenance of employment records for supervisees
  • Maintain a caring and cooperative environment
  • Case consultation and teaming with Unit Counselors

Administrative:

  • Schedule and coordinate staff shift assignments
  • Complete payroll/employment verification for supervisees
  • Oversight of outreach, service delivery, utilization, and efficacy, including data collection, outcome, measurement, record keeping, and report generation
  • Networking/partnering with other youth-serving agencies to coordinate the effective use of resources
  • Regular On-call rotation responsibilities
  • Coordination of program donations, including clothing, shelter store, gifts in kind, and holiday programs
  • Review client files, weekly summaries, and discharge summaries
  • Maintenance of appropriate therapeutic relationship, including compliance with the agency’s Code of Ethics and other professional code of conduct, as appropriate

Oversight of Residential Counselor Duties:

  • Supervision of Residents within the daily routine
  • Crisis prevention, resolution, and intervention
  • Coordination and facilitation of Basic Living Skill workshops, Peer Support groups
  • After-hours intake, assessment, information, and referral
  • Social and recreational activities for residents
  • Participation in Staff Meetings, training, and individual and group supervision
  • Assist with maintenance of shelter facility and grounds
  • Operations duties, ie. shopping, inventory, etc.
  • Maintaining client confidentiality consistent with agency policy

QUALIFICATIONS:

A minimum of a Bachelor’s degree in human services, education or a related field; and (5) five years’ experience; at least (3) three years of supervisory experience, or an equivalent combination of education, employment, and life experience. A Master’s degree is preferred.

In addition to the above, it is mandatory that candidates meet the following criteria prior to hiring:

  • Completion of State Central Registry Clearance form*
  • Authorization for the agency to complete criminal background check
  • Authorization for the agency to obtain driving record information
  • Proof of a satisfactory physical exam within the last 12 months including a PPD and annually thereafter.
  • Completion of fingerprinting process and clearance via NYS Justice Center
  • A valid driver’s license with a driving record acceptable to the insurance carrier, regular access to a motor vehicle, and automobile insurance at the level of $100,000 per person/$300,000 per accident Bodily Injury and $50,000 Property Damage
  • Access to a telephone

*Note: It is also mandatory that new employees be cleared by the NYS Central Register prior to unsupervised interaction with clients.

PHYSICAL REQUIREMENTS:

Candidates must be able to be autonomously mobile, including going up and down stairs, in order to provide the required services.
